Spanning 313 hectares, Broadmeadow is a major urban renewal precinct in Newcastle, NSW. A thirty-year vision for the site anticipates up to 20,000 new homes, complemented by extensive green space and community infrastructure. In August 2025 the NSW Government finalised a state led rezoning that unlocks the first tranche of government land for up to 3,200 homes. Planning is anchored in environmental performance, climate resilience and place making.

Atelier Ten developed the precinct scale sustainability strategy and prepared the climate adaptation plan, community resilience plan, net zero pathway, circular economy strategy and resource use modelling. We worked with Cox Architecture on place specific initiatives and on the integration of major public assets including the stadium, showground and rail.

The strategy needed to consider flood risk, urban heat exposure, Aboriginal cultural heritage considerations and a regional fuel pipeline that traverses the site. A finalised flood strategy and integrated water management guide safe staging and indicate where ground raising and detention can build resilience without loss of amenity. Utilities planning introduces shared services for recycled water, roof mounted solar and coordinated waste handling sized to the stadium, showground and mixed-use areas.

Resource use modelling tested energy, water and materials scenarios with an emphasis on adaptive reuse. Recommendations confirm practical pathways for electrification and on-site renewables and identify options to lower embodied carbon. The strategy also outlines on site circular economy hubs for community recycling, commercial recovery and building materials reuse to reduce waste and support local jobs. Together, the rezoning and supporting studies create a practical framework for an inclusive, climate ready Broadmeadow that focuses investment where it adds the most value for Newcastle.
